Consider going to a CMHP if you need intensive treatment, live in a rural area with limited resources, or can’t access mental health care in the private sector due to your diagnosis or financial situation.
Who Is Eligible for Public Mental Health Services in Oregon?
Oregon CMHPs primarily serve people with severe mental health conditions and people who are covered by the Oregon Health Plan (Oregon Medicaid). Some funds are available for clients who are uninsured or underinsured; the number of uninsured clients a program can accept varies from county to county in Oregon. Federally Qualified Health Centers
Federally qualified health centers (FQHCs) are another option for public mental health care in Oregon. These federally-funded programs provide medical and mental health services to people in underserved communities. Their goal is to deliver high-quality coordinated care to people with complex needs and to link behavioral healthcare with primary medical care. Each FQHC accepts Medicaid and Medicare and offers sliding-scale fees to people without insurance. How Does Oregon's Public Mental Health System Work?
In the 1960s, Americans started thinking differently about how to treat mental health conditions. New laws required state and local governments to establish community mental health programs as alternatives to institutionalization for people with serious mental illness. Many states’ public mental health programs trace their origins back to this period. Oregon is no exception.
Oregon established its state Mental Health Division in 1961. By the time President John F. Kennedy signed the federal Community Mental Health Act in 1963, Oregon was already operating a few community mental health clinics. However, Oregon did not pass its own state Community Mental Health Programs Act until 1973, and it lagged behind other states in establishing a full statewide community-based mental health system.
Despite the unflattering portrayal of state psychiatric hospitals in the movie One Flew Over the Cuckoo’s Nest, which was filmed in Oregon State Hospital in 1975, the State of Oregon continued to rely primarily on institutional care over the following decades. Even as Oregon shut down or reduced the size of its state institutions, it did not adequately fund or build community-based mental health programs and other alternatives to institutional care. This has created a system that does not have the capacity to provide mental health treatment to everyone who needs it.
Advocates have filed several lawsuits in state court and federal court over Oregon’s handling of mentally ill inmates and its failure to fully fund or establish community-based alternatives to institutional care. State officials recognize the problem and are taking measures to address the gaps in the system, including hiring experts to help change the system, creating new programs, and building new infrastructure to facilitate new ways of responding to mental health crises. Advocates are also fighting to better fund and develop existing county programs and CMHPs.
Public mental health services in Oregon are managed and overseen on the state level by the Behavioral Health Services department within the Health Services Division of the Oregon Health Authority. Services are provided by a network of about 30 CMHPs. Each of Oregon’s 36 counties has a mental health crisis line and a CMHP assigned to it. Some county CMHPs directly provide mental health services, while others contract with local non-profit programs to provide community-based mental health services.
According to the Substance Abuse and Mental Health Services Administration (SAMHSA), only 46 percent of people in Oregon who have mental health conditions get treatment for them. One reason for the care gap is that people aren’t aware of their options for affordable mental health care, including community mental health programs.
